Job Description
Duties Help * You MUST be a Permanent, Current Department of Navy employee to be considered for a Defense Expeditionary Civilian (DoD-EC) Workforce position. * This is a Temporary Duty (TDY) assignment away from your parent command for up to 12 months with the right to return to your position of record or equivalent position in the same commuting area following your deployment. * Volunteers are deployed and paid at their current pay level plus applicable pay benefits, e.g., danger pay, post differential, night shift differential, Sunday premium pay, holiday pay, overtime, regardless of the position occupied. * Your normal work schedule is Sunday through Thursday; you will be working 10-hour days 6-1/2 to 7 days week. * This is an unaccompanied tour. * You will hold and maintain a security clearance at the level specified for the position. * You will be designated as Emergency-Essential (E-E) throughout the duration of your deployment. * You will have demonstrated communication and interpersonal skills, including the ability to be successful working independently or within a team. * You will be self-motivated, expected to receive and complete work assignments without further prompting. * You will be expected to follow a checklist of pre-deployment tasks, to include online training, administrative tasks, and medical screenings. * You MUST gain parent/home organization approval within two weeks after applying for a DoD-EC deployment opportunity. * The DoD-EC Application and Management Approval Form for DON Employees is located at https://portal.secnav.navy.mil/orgs/MRA/DONHR/OCHRStennis/Expeditionary%20Civilian%20Workforce/Forms/AllItems.aspx * You must complete, sign, obtain you supervisor's signature, and submit DD-2365-1. GS-13: I have one year of information technology related experience in the federal service or private or public sector demonstrating the following 4 competencies, as defined:1.Attention to Detail-Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: OVERSEES STANDARD OPERATING PROCEDURES FOR TRAINING & TACTICS, TECHNIQUES & PROCEDURES FOR ADMINISTRATORS & USERS. 2.Customer Service-Works with clients & customers(i.e., any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government)to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: LIAISONS WITH VARIOUS COMMANDS (e.g.,CJ2, CJ3) TO FACILITATE TRAINING ON COMMAND & CONTROL INFORMATION SYSTEM (C2IS). 3.Oral Communication-Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (example, technical, sensitive, controversial); makes clear & convincing oral presentations; listens to others, attends to nonverbal cues, & responds appropriately. IT-related experience demonstrating this competency include: TRAIN INFORMATION TECHNOLOGY (IT) PERSONNEL ON RISK ANALYSIS OF INFORMATION SYSTEMS AND NETWORKS. 4.Problem Solving-Identifies problems; determines accuracy &relevance of information; uses sound judgment to generate and evaluate alternatives, & to make recommendations. IT-related experience demonstrating this competency include: ENSURES APPLICATIONS CONFORM TO INFORMATION SECURITY/INFORMATION ASSURANCE POLICIES,PRACTICES,DIRECTIVES FROM HIGHER AUTHORITY. In addition to my experience demonstrating the 4 competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-12 or pay band in the federal service or equivalent experience in the private or public sector performing the following duties:1)Assess database management systems software to plan for changes in data capacity and 2)Manage information technology(IT) resources for the command and control(C2) program to support the command. GS-12: I have one year of information technology related experience in the federal service or private or public sector demonstrating the following 4 competencies, as defined: 1.Attention to Detail-Is thorough when performing work & conscientious about attending to detail. IT-related experience demonstrating this competency include: ANALYZE AND EVALUATE SYSTEM INFORMATION (i.e., economic, cultural, military conditions, trends) IN FOREIGN & DOMESTIC AREAS. 2.Customer Service-Works with clients & customers (i.e., any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: ADMINISTER INFORMATION TECHNOLOGY (IT) RESOURCES TO MEET PROGRAM REQUIREMENTS (e.g., training, travel, material). 4.Problem Solving-Identifies problems; determines accuracy & relevance of information; uses sound judgment to generate & evaluate alternatives,& to make recommendations. IT-related experience demonstrating this competency include: ANALYZE INFORMATION SYSTEMS TO DETERMINE FUNCTION OR LEVEL OF SECURITY. In addition to my experience demonstrating the 4 competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-11 or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1)Administer information assurance (IA) programs to support the operation of information technology (IT) networks or infrastructures and 3)Disseminate IT information gathered on economic, cultural, military conditions, trends to military officials. Volunteer work helps build competencies, knowledge, skills & can provide valuable training & experience that translates directly to paid employment. Education DEPLOYABILITY Due to the demanding nature of assignments as an EC, prospective applicants should carefully assess suitability with respect to medical requirements and other personal/legal issues, including eligibility for a security clearance, job history and experience commensurate with the position description, and ability to handle a job environment with high stress & long (60-70) hours per week. DoD requires that you have the physical & mental capacity, with or without a medical accommodation, to perform the essential functions of a position for a full tour of duty without unreasonable disruption because of health problems. Before you can be deployed, you will be medically screened to determine if you have health conditions that will prevent you from performing assigned duties in theater or that will require a medical waiver to deploy. In most cases medical facilities in Afghanistan and other operational areas where DoD-EC employees are stationed will not be able to accommodate people with serious health problems, psychiatric conditions, or major physical limitations.
