Job Description
Job Title: Senior Project Manager (PM3) Contract Type: Full-time, term engagement Location: Hybrid (Onsite work required during onboarding; remote/onsite as needed) Project Overview A Senior Project Manager is required to lead a complex, multi-year initiative aimed at modernizing identity management across a provincial health ecosystem. The primary objective is to implement a persistent lifetime identifier (such as a Personal Health Number) across multiple systems and stakeholders using an enterprise master person index (EMPI) or master data management (MDM) solution. This initiative will support increased interoperability, data sharing, privacy compliance, and system modernization across clinical and administrative platforms. The Project Manager will oversee planning, governance, execution, and transition to operations, while coordinating multiple internal and external partners. Key Responsibilities The Senior Project Manager will: Lead full lifecycle project management for a complex enterprise identity and interoperability initiative. Develop and manage project plans, schedules, budgets, risk logs, communication plans, and change controls. Establish governance structures, including steering committees, working groups, and Terms of Reference. Prepare and deliver executive-level presentations, reports, and decision requests. Manage multi-disciplinary teams of internal staff, external vendors, consultants, and domain experts. Coordinate stakeholder engagement across technical, clinical, operational, and privacy groups. Oversee vendor performance and contractual obligations to ensure outcomes and benefits are realized. Lead risk assessments, change management processes, and readiness activities for transitioning to operations. Ensure compliance with applicable privacy and security legislation and policies. Facilitate collaboration between concurrent projects and operational areas to ensure alignment. Mandatory Qualifications Proposals must demonstrate that the candidate meets all of the following minimum criteria: Minimum 10 years of recent experience as a Senior Project Manager. Minimum 10 years of experience delivering digital or IT-enabled solutions in the healthcare sector. Minimum 12 years in information management or information technology environments. At least 5 years of experience managing projects directly involving enterprise master person index (EMPI), master data management (MDM), or identity management implementations. Bachelor’s degree in a relevant discipline, or equivalent combination of education and experience. Excellent verbal and written communication skills. Eligible to work and travel within Canada as required. Desirable Experience (Scored) Additional points will be awarded for experience in the following areas: Managing complex eHealth or digital transformation projects in Canada. Leading project communications, including stakeholder engagement and executive presentations. Establishing and facilitating project governance structures. Managing large, multi-year projects with multiple business units and interdependencies. Using standard project management methodologies and tools to track and control budget, scope, schedule, and quality. Leading high-performing multi-disciplinary teams in IT project environments. Overseeing vendor relationships and contract delivery. Knowledge of Canadian health privacy legislation, particularly around personal health information. Holding a valid project management certification (e.g., PMP or equivalent). Key Deliverables The Senior Project Manager will be responsible for providing the following deliverables over the course of the engagement: Project Charter, Management Plan, and Schedule Communication and Governance Plans RAID Logs (Risks, Actions, Issues, Decisions) Procurement artifacts and vendor oversight documentation Status and executive dashboard reports Transition-to-operations framework and handoff documentation Other Information The project requires onsite presence during the onboarding phase and as needed thereafter for key meetings and workshops. The resource is expected to collaborate and communicate regularly with internal teams, vendors, and senior stakeholders. Performance will be assessed based on the successful delivery of planned outcomes, adherence to schedule and budget, stakeholder satisfaction, and the quality of project documentation and governance processes.
