Degrees higher than the minimum qualification degree can be used in combination with additional work experience. * A combination of related education, on-the-job work experience, certifications and/or licenses that results in a candidate successfully meeting the minimum qualifications of the position, may be considered. The College embraces and seeks to hire individuals who want to be a part of this environment and have the skill sets necessary to be successful in this position.This position will assist the College and the Foundation to obtain external grant funding and restricted funds in support of the College's strategic goals. The position will serve as the institution's grants manager, small grants writer, administrator, coordinator and liaison.*Institutional Approval of Proposals and Submission: 10%* * Initiate the process by explaining the specific grant essentials to and getting authorization to proceed from appropriate approval authorities. * The authorized and completed grant must be shepherded through the process to include, but not limited to: * coordinating with senior management and college administration, * getting legal review, * obtaining final signatures (in a timely manner) and, * submission of proposals via appropriate mechanism- online or paper. *Research of Funding Opportunities: 15%* * Conduct program related research from diverse and relevant sources to support proposal positioning and institutional fundraising strategies. * Must have a firm understanding of available resource and research tools. * Establish and maintain relationships with local, regional and national funding agencies and organizations. * Investigate potential grantors based on College mission and priorities. * Identify and disseminate information about grant opportunities that match Aims' mission and priorities. * Identify and disseminate information about potential grantors to College administration. *Grants Administration: 25%* * Responsibilities include, but are not limited to oversight, coordination, and assistance to project directors for post-award project management issues; assist project directors in developing and submitting progress reports as required by grantors; assist project directors in the development of budgets, getting funder approval for budget modifications, and other funder approvals as necessary; * process, distribute, collect and maintain Time and Effort Certification Reports; coordinate grant closeout, collect project documentation materials from project staff at time of project close out; * and, record/document maintenance through appropriate archival storage. * Provide interpretation and guidance of grant requirements and compliance such as reporting and use of budget/funding; * act as liaison with designated College accountant and project/grant manager; * ensure compliance of grant award requirements and funding agency rules and regulations. * Maintain contact with grantors, negotiate awards/contracts with both grantors and sub-awardees, provide coordination with Financial Services and other College units for the oversight of College grants in relation to applicable institutional and federal regulations, provide project oversight and assistance to ensure funded programs meet grantor expectations and requirements, maintain ongoing communication and reporting relationships with grantors, and represent Aims at conferences held by government agencies and other entities as appropriate. * Maintain tracking system for monitoring the status of grants including reporting requirements, timelines, etc. and use the system to follow up and ensure compliance with reporting and other requirements. * Other Duties as assigned. *Proposal Development: 25%* * Provide recommendations and leadership in proposal development with College and community constituents by facilitating planning sessions that identify goals and objectives of potential proposals, encourage College Faculty/Staff to develop proposals, and provide extensive proposal development and coordination assistance throughout the process to include writing assistance and assistance with submission. * Development of proposals in-house (when not available through other means). * Draft grants regularly. * Collaborate with college personnel to collect, review, and consolidate relevant information. * Draft grant narratives; compose/ create letters of inquiry, support and commitment; and, work with proposal developer to integrate proper proposal background and budget for the proposal. This will include, but is not be limited to the identification of internal and community team members, scheduling of meetings and the facilitation of planning sessions. * For all proposals (regardless of initial development (in-house or other Aims entity), responsibilities include editing, revision and submission of the proposal following °'e required guidelines. * Assume primary responsibility for grant pre/post and closeout award management and leadership. *Compliance Implementations and Maintenance: 25%* * Provide extensive knowledge, understanding and interpretation to College constituents of federal and other funder statutes and regulations regarding grants/contracts and how they may affect the College; advisement of College administrators regarding updates and additions to College policies and procedures that are necessary to ensure compliance with applicable Federal statutes and other sponsor requirements; and, collaboration with College legal counsel, Budget Director and other appropriate Aims administrators to draft policy/procedure changes for appropriate College approvals. * Primary contact for documentation custodian; project compliance, etc. * Establish and/or revise College policy, procedure, and/or guidelines related to grant compliance. * Identify potential compliance issues, communicate with all staff involved and with the College administration, propose a timeline and a solution to the problem, communicate with the grantor and rectify any issues immediately. * Responsible for compliance oversight and accountability for grants. *Minimum Qualifications:* * Bachelor's degree in Business Administration, Accounting, Finance or related field, plus; one (1) in grants administration, compliance and proposal development, or an equivalent combination of education and/or work experience. * Experience using current telecommunications methods. * Ability to meet deadlines. * Strong interpersonal skills and the aptitude to work effectively with others. * Ability to communicate effectively both orally and in writing. * This position requires the use of a company vehicle and/or personal vehicle for business travel.
