Health & Safety & Compliance Officer – Construction Department: Health, Safety & Environment (HSE) Reports to: Health & Safety Director Location: Head Office & Site based Job Summary: The Health & Safety & Compliance Officer helps the Health & Safety Director ensure that all construction activities on-site are carried out in compliance with statutory health and safety regulations, company policies, and relevant accreditation standards This role involves proactive risk management, incident prevention, safety audits, and fostering a safety-first culture. Ensure the company’s operations, projects, and supply chains adhere to UK legal, regulatory, and industry standards—focusing on building regulations, health & safety, environmental protocols, quality systems and accreditation schemes Key Responsibilities: Health & Safety Management * Monitor site activities to ensure compliance with Health & Safety laws, company policies, and Construction (Design and Management) Regulations (CDM 2015). * Conduct internal compliance audits and site inspections. Track corrective actions and ensure timely resolution of non-compliance issues. * Lead investigations into breaches of compliance, including safety incidents, environmental violations, or unethical conduct. Maintain incident logs and recommend corrective actions. * Support the development and implementation of risk assessments, method statements (RAMS), and site-specific safety plans. Training and Awareness * Assist and deliver induction training and toolbox talks to workers and subcontractors. * Promote awareness of health, safety, and environmental issues among site staff. * Identify training needs and coordinate with HR or external providers for certification programs (e.g., CSCS, SMSTS, First Aid). Accreditation & Compliance * Maintain and ensure adherence to national and regional regulations, including building codes, health & safety legislation (e.g., CDM 2015, ISO 45001), environmental standards (e.g., ISO 14001), and data protection laws (e.g., GDPR). * Ensure documentation, procedures, and records meet the requirements of audit and certification bodies. * Prepare for and facilitate external audits by regulatory and accrediting agencies. * Maintain up-to-date knowledge of legal and regulatory changes affecting the construction industry. Reporting and Documentation * Maintain accurate records of safety inspections, incidents, training, and equipment checks. * Produce monthly safety performance reports for senior management. * Ensure construction site notice boards display all required health and safety information. * Ensure that licenses, permits, and accreditations are maintained and renewed in line with project timelines and legal requirements. Required Qualifications: * NEBOSH National Certificate in Construction Health and Safety (or equivalent) * IOSH Membership (TechIOSH or GradIOSH desirable) * Recognized qualification in Health & Safety (Level 3 or higher) * Valid CSCS card Preferred Experience: Minimum 3 years’ experience in a Health & Safety role within the construction industry Experience with ISO 45001 and other HSE management systems Proven track record of successful audit compliance and implementation Key Skills: Bachelor’s degree in Law, Construction Management, Engineering, Environmental Science, or related field Minimum 3-5 years' experience in compliance or regulatory roles within construction or a related industry Strong understanding of UK (or relevant region’s) construction and environmental laws Familiarity with ESG frameworks and reporting standards (e.g., GRI, TCFD, BREEAM) Working knowledge of Health & Safety regulations (HSE, CDM, OSHA if global) Proficiency in digital compliance tools and system Excellent communication, report writing, and training delivery skills Relevant certifications (e.g., NEBOSH, IOSH, IEMA, CCEP) preferred Desirable Attributes: * Integrity and a high level of discretion * Analytical mindset and problem-solving skills * Experience with supply chain compliance (e.g., Modern Slavery Act 2015) * Ability to work across multidisciplinary teams and with external contractors * Up-to-date with industry trends and legal updates relevant to construction Work Conditions: Office-based with regular travel to construction sites
