Job Description

Project Surveyor – Local Authority, North Northamptonshire Area £27.30 PAYE / £35.00 Umbrella 37 hours per week 3-month contract (possible extension) We are currently recruiting for a Project Surveyor to join a Local Authority in the North Northamptonshire area. This position will be responsible for delivering a technically proficient capital investment service for the Council’s housing stock, supporting the Housing Revenue Account (HRA) Capital Programme. The Project Surveyor will act as Project Manager, Contract Administrator, and Clerk of Works on major housing investment projects, ensuring delivery of high-quality outcomes across a housing stock of over 8,000 properties. The role will involve project scoping, procurement, contract management, and compliance with statutory regulations while liaising with tenants, contractors, and internal stakeholders. Responsibilities Develop, manage, and deliver capital and maintenance projects within the HRA programme. Prepare cost estimates, feasibility studies, and manage budgets and timelines. Act as Project Manager, Contract Administrator, and Clerk of Works on major projects. Undertake stock condition and energy surveys, collating accurate data. Lead on procurement, contractor management, statutory approvals, and project handovers. Investigate building defects and provide professional technical solutions. Ensure compliance with CDM regulations, leasehold consultation, planning, and building regulations. Support new housing developments and maintain performance reporting. Promote health & safety, safeguarding, and equality standards in all works.Requirements Background in project management, contract administration, and Clerk of Works duties. Experience of capital investment, housing maintenance, or housing development projects. Strong knowledge of CDM regulations, statutory housing compliance, and building regulations. Demonstrable experience in budget management and programme delivery. Ability to investigate building defects and provide technical solutions. Excellent communication skills with the ability to liaise with tenants, contractors, and stakeholders.
