ID: 1026 Location: Huntington Station, NY Department: Administrative The Health and Welfare Council of Long Island (HWCLI) is a private, not for profit, health and human services planning, research/public education and advocacy organization that serves as the umbrella for public and non-profit agencies serving Long Island’s poor and vulnerable individuals and families. HWCLI seeks an energetic, passionate, and socially conscious individual to support HWCLI’s mission by helping families learn about health insurance options, identify the best insurance option for them and apply through the NYS Health Insurance Marketplace. The Community Health Outreach Specialist and the Community Health Advocate team will work closely to develop and implement outreach strategies and provide post-enrollment assistance to clients. Responsibilities Educate potential clients about health insurance programs offered, different forms of out-of-pockets expenses, Actuarial Value/Metal Tiers, Advanced Premium Tax Credits and Cost-Sharing Reduction Benefits. Advise eligible clients about how to access benefits. Schedule and keep appointments with potentially eligibility adults and/or families. Provide eligible individuals with assistance in completing the enrollment applications for health insurance using NYS of Health portal. Assist clients with choosing a managed care health plan and primary care physician. Submit all completed applications, adhering to the submission requirements. Must provide advocacy assistance to clients experiencing post-enrollment issues such as assistance with medical bills, finding specialists and so forth. Maintain all records to ensure confidentiality, privacy and security requirements. Complete all necessary training, retraining and comply with certification requirements of the NYS of Health Marketplace and Community Health Advocate (CHA) programs. Attend any DOH regularly scheduled sessions for NYS of Health Marketplace and CHA program, updates, ongoing training and technical support. Maintain expertise in eligibility, enrollment, and program specifications. Collaborate with Access to Healthcare Access team on client engagement, application troubleshooting, enrollment specifications and advocacy. Conduct community outreach to potential enrollees, community partners and attend outreach events. Travel throughout Long Island is required. Qualifications, Required Skills and Experience Bilingual (Spanish) strongly preferred. Strong commitment to social justice and HWCLI’s mission. Demonstrated background in client-facing public service positions. Strong commitment to collaboration; self-starter Strong communication and client service skills. Comfortability with in-depth research to find solutions and referral opportunities for complex client needs. Capacity to work in a digital environment remotely and transition to in-office work as required. Basic knowledge of Microsoft Office and usage of online platforms. Flexibility to comfortably interchange between detailed client service, research, outreach and data collection. Excellent organizational skills, including ability to pay close attention to details. NYS license and access to a car. HS Diploma or GED required; Associate/bachelor’s degree in human services or related field strongly preferred.
