Job Description
Purpose of the Role: The HR Manager will lead and manage the full human resources function for a mining operation, ensuring compliance with labour legislation, promoting positive employee relations, and aligning workforce management strategies with operational objectives. This role requires strong expertise in industrial relations, CCMA processes, training and development, union engagement, and labour planning within a mining environment. Key Responsibilities: 1. Human Resources Strategy & Leadership Develop, implement, and manage HR strategies aligned to the mines operational goals. Provide guidance and support to senior management on HR best practices and labour legislation compliance. 2. Industrial Relations & Union Management Manage relationships with multiple unions, ensuring constructive engagement and adherence to recognition agreements. Handle all disciplinary matters, grievances, and disputes in compliance with company policies and labour law. Represent the company at CCMA and other dispute resolution forums, ensuring strong case preparation and management. 3. Training & Development Oversee skills development programmes to enhance workforce capabilities. Identify training needs and implement targeted training initiatives, including supervisory and leadership development programmes. Ensure compliance with Skills Development Act and SETA requirements. 4. Workforce & Labour Planning Develop and manage the annual labour plan in alignment with operational requirements and budget constraints. Oversee recruitment, selection, on boarding, and retention strategies to ensure optimal staffing levels. Monitor workforce productivity and recommend improvements to labour utilisation. 5. Compliance & Reporting Ensure compliance with relevant mining, labour, and safety legislation (e.g., MPRDA, BCEA, LRA, EE Act). Maintain accurate HR records and submit statutory reports (e.g., EE, WSP/ATR). Advise management on changes in labour laws and their implications for the business. Minimum Requirements: Qualification: Bachelors degree in Human Resources Management, Industrial Relations, or related field (postgraduate qualification advantageous). Experience: Minimum 810 years HR management experience in the mining sector. Strong CCMA and dispute resolution experience. Proven track record in union engagement and collective bargaining. Experience in training and development programme management. Solid background in workforce planning and organisational development. Skills & Competencies: In-depth knowledge of South African labour legislation and mining industry regulations. Excellent negotiation, conflict resolution, and problem-solving skills. Strong leadership, interpersonal, and communication abilities. Ability to operate effectively in a high-pressure, unionised environment. High integrity, resilience, and business acumen. Key Performance Indicators (KPIs): Reduction in disputes and grievances through proactive engagement. Successful resolution of CCMA cases with minimal cost impact. Achievement of workforce planning targets and labour cost control. Compliance with statutory training and development requirements. Positive union and employee relations climate.
