Job Description
Job Title: Finance Manager (with specific responsibilities for the Council for Social Witness) Council: General Council Salary Scale: Scale E4, £42,834 - £52,263, plus car allowance Responsible to: Finance Secretary as professional line manager and to the Secretary of the Council for Social Witness for the functional delivery of Services MAIN FUNCTION OF JOB To be an active member of the General Assemblys staff team, contributing to the effective administration of its functions and assisting in the development of strategies and plans for the delivery of its agreed objective in a manner of keeping with Christian ethos of the Presbyterian Church in Ireland. Under the direction of the General Council and its Support Services Committee to assist with the implementation of decisions of the General Assembly relevant to the General Council and to the Council for Social Witness and to carry forward their delegated responsibilities. To prepare accounts, budgets and financial reports for all activities of the Council for Social Witness. Under the direction of the Secretary of the Council for Social Witness to contribute to the Councils strategic development, its financial systems and procedures ensuring activities and functions are aligned with the Councils Mission. About The Role RESPONSIBILITIES AND DUTIES Finance and Accounting 1.To prepare management and annual accounts for all activities of the Council for Social Witness. To monitor performance against budgets and forecasts, make recommendations for corrective action and provide additional financial information as required. To ensure that adequate financial controls are in place and returns from Council projects are received within agreed timescales. 2.To prepare an annual budget/forecasts and the application to United Appeal for funding In conjunction with the Council for Social Witness management team. To attend meetings as required and respond to queries. 3.To assist in the preparation of consolidated accounts for the General Assembly. 4.To carry out regular reviews and evaluations of Council for Social Witness financial systems and procedures, make recommendations as appropriate and implement agreed changes. 5. To oversee the timely collection of residential fees and other amounts due to the Council. 6. To attend to all queries from the Auditors with regard to the completion of the annual audit and provide information as necessary. To advise the Financial Secretary and Council Secretary of any issues arising. 7.To provide advice to home managers / administrators on all financial issues. 8. To oversee all forms of capital expenditure, obtaining quotes as required, ensure all major repairs are costed in advance, and work is approved before payment. 9.To review purchasing arrangements and make recommendations as required in conjunction with Council management. 10.To check and authorise all purchase invoices. 11. To carry out value for money reviews of expenditure as appropriate. 12.To approve Council expenditure and staff expenses ensuring appropriate tax treatment and reporting to tax authorities. Also ensure relevant returns to other government departments are completed accurately and within required timeframes. 13.To oversee the collection of property rental income and liaise with the Managing Agent and Solicitors as required. Ensure effective estate management and oversee all financial matters related to the sale or acquisition of properties as necessary in conjunction with the management team. 14. To arrange for appropriate insurance cover with the Churchs insurance brokers in conjunction with the Financial Secretary, Council Secretary and staff. Liaise with insurance broker, reporting all accidents and providing relevant information when a claim is received. 15. To liaise with funders and government departments in relation to contractual arrangements, applications etc. and deal with issues and correspondence arising in conjunction with the Councils management team. Staffing and Training 16. To work closely with project staff in a support and advisory role assisting managers to implement policies, procedures, guidance and best practice. 17. To provide statutory training to Council staff in financial procedures and regulations. 18.To liaise with and advise the Councils payroll officer as necessary ensuring appropriate controls are in place and operating effectively. 19. To contribute to the Councils arrangements for setting rates of remuneration for Council staff and advise on cost implications. 20. To review monthly payroll for the Councils Care Homes / Units. 21. To lead the financial / commercial elements of contractual negotiations with employment agencies to agree staffing rates. Reporting to Council and Committees 22. To attend meetings of Council for Social Witness, its Committees and management teams and present financial reports and ad hoc reports as required. To attend and report on relevant financial matters to the Councils Finance Committee. 23. To attend staff meetings as required. 24. To advise management on all matters relating to GDPR, reporting to the Information Commissioner as required. Ensure Subject Access Requests are dealt with on a timely basis. 25. To maintain an overview of information and technology requirements and make recommendations as necessary in conjunction with the Head of IT. General 26. To contribute to the overall organisational effectiveness and to perform any other duties as deemed appropriate by the Financial Secretary and / or the Secretary for Social Witness in line with the requirements of the General Assembly or the Clerk of the General Assembly Required Criteria A qualified member of a recognised professional accountancy body At least 2 years experience of preparing year-end and management accounts At least 2 years experience of preparing budgets and forecasts in conjunction with line management At least 2 years experience and a high level of competence in the use of Microsoft products and in particular Excel and Word At least two years experience in the use of computerised accounting systems (e.g. Sage, Quickbooks, Xero, etc.) Experience of presenting financial information at meetings Experience of drafting financial procedures, implementation and training of staff Experience of overseeing and directing the work of finance related staff Evidence of personal Christian faith in practice and expression, normally demonstrated by active membership of a Christian congregation (The essential nature of this post requires that the successful candidate be a Christian as provided for under excepted occupations in the Fair Employment Treatment (NI) Order 1998) Willingness to support and work within the Christian ethos of the Presbyterian Church in Ireland. Able to work additional and flexible hours as required to meet reporting deadlines. Desired Criteria Experience of working in the voluntary sector and preparing accounts in accordance with the Statement of Recommended Practice for Charities. Experience of providing information for and corresponding with auditors, insurance companies, solicitors and other professionals. Experience of dealing with government departments in relation to contracts for services, the completion of budget submissions, monitoring returns and responding to general financial queries. Experience in the preparation of HMRC and other government returns. Experience in the consolidation of accounts of various reporting entities. Experience of overseeing and directing the work of finance related staff. Knowledge of the tax implications associated with re-imbursement of staff expenses.
