Job Description
Regulatory HR Manager Location: London Salary: £60,000 - £65,000 Reports to: Head of HR About the Role We are looking for an experienced Regulatory HR Manager to lead and manage HR functions with a strong focus on regulatory compliance, particularly the Senior Managers and Certification Regime (SMCR). You will ensure the company meets all regulatory HR requirements, collaborating closely with compliance, legal, and business teams. This role is ideal for a proactive HR professional passionate about regulatory governance and employee development in a regulated environment. Key Responsibilities Own and manage the end-to-end SMCR process, including certification, fitness and propriety assessments, role allocation, and annual attestation. Partner with Compliance to ensure HR processes, policies, and training programs meet FCA and other regulatory standards. Oversee the design and delivery of regulatory training and competency programs, ensuring all senior managers and certified employees are compliant. Manage regulatory HR administration and reporting, maintaining accurate records via HRIS and Learning Management Systems (LMS). Advise senior leadership and managers on SMCR requirements, compliance risks, and HR governance. Coordinate with Compliance and Internal Audit for regulatory inspections, providing necessary documentation and evidence of compliance. Monitor ongoing compliance with regulatory requirements and recommend improvements to policies and processes. Support broader HR functions including recruitment, onboarding, performance management, and offboarding, ensuring regulatory compliance is embedded throughout. Maintain up-to-date knowledge of regulatory changes and proactively update the business and HR policies accordingly. Foster a strong compliance culture across the organisation through effective communication and stakeholder engagement. Requirements Proven experience as an HR Manager or HR Business Partner in a regulated environment with significant exposure to SMCR. Deep understanding of the Senior Managers and Certification Regime and FCA regulations. Strong knowledge of employment law, HR policy development, and regulatory compliance frameworks. Excellent stakeholder management skills with experience influencing senior leaders and compliance teams. Experience managing Learning Management Systems (LMS) and HRIS for regulatory training and reporting. Highly organised, detail-focused, and able to manage multiple projects and deadlines. CIPD qualified or equivalent HR professional certification preferred. Strong communication skills and a proactive, solutions-oriented mindset.
