The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services. Job Description The EHR Program Director is responsible for managing the program budget, build, integrated areas and functional utilization of all Epic and 3rd party Epic-related systems as well as other tightly integrated clinical systems for this 10-year project. The EHR Program Director will ensure operational readiness, implementation, adoption and success of the Epic enterprise suite of products as well as the related 3rd party and critical clinical systems. Additionally, this resource will be responsible for facilitating and managing the cultural change for employees via advisory committees, Lean processing gap analysis, coordination with the CNIO and CHIO and Human Resources. The EHR Program Director will directly and indirectly manage a team of ~70 individuals working to meet these goals. There are five direct reports to the EHR Program Director: 1) Epic Inpatient Applications Manager 2) Epic Access & Revenue Applications Manager 3) Epic Ambulatory Applications Manager 4) Epic Ancillary Applications Manager 5) Avatar, Epic Security, and MyChart HelpDesk Manager. The EHR Program Director reports to the Deputy CIO. SFDPH is currently live with the Epic enterprise suite of applications across our physical health segments including inpatient, outpatient primary care, outpatient specialty care, long-term SNF, care coordination, and financials. The initial go-live was August 3, 2019. We are also live on Epic for Mental Health Services. We use Netsmart, myAvatar, and Methasoft as our EHRs for Substance Use Treatment. Our Epic project has continuing implementation efforts to install specialty modules (i.e. Beaker LIS, Lumens endoscopy, Mammography, Welcome, and more). ESSENTIAL DUTIES: Manage a large-scale live Epic implementation in an integrated delivery system Oversee cross-team relationships, monitor project progress, and ensure timely deliverables Manage budget, authorize invoices, and ensure project remains within scope Supervise external contractors and negotiate vendor contracts for compliance Present new clinical applications contracts to the Health Commission Finance Committee in close collaboration with the CHIO, CMIO, and line of business as well as contracts teams Analyze risks and interdependencies, developing contingency plans with stakeholders Direct clinical applications staff, assign tasks, and ensure quality and timeline adherence Produce monthly performance dashboards and utilize Lean Daily Management with visual Kanban Update program status reports, escalating issues as needed Define staffing needs and KPIs for all Epic and Clinical Applications teams Maintain professional relationships with stakeholders and IT leadership Assist IT leadership, IT Managers, and business in developing, executing and communicating the DPH and IT initiatives Develop program strategy to optimize Epic tools for departmental needs Coordinate with legal, security and technical teams to develop appropriate agreements and policies Stay informed on industry trends, EHR updates, and initiatives that would affect defined requirements Maintain knowledge of major vendor announcements and product capabilities Advocate for process changes to leverage Epic’s workflows and functionalities Collaborate with project leads on operational readiness, project status, team recommendations, deliverables, and risk management Apply change management methodology to facilitate changes to the system and process Champion Epic’s implementation methodology and navigate competing project risks Identify operational risks and develop mitigation strategies relative to resource contention and timeline impacts Develop and maintain communication frameworks, ensuring effective governance Lead governance processes and track EHR-related requests and deliverables Act as a change agent for Epic program initiatives Perform all other duties as assigned Qualifications EDUCATION : Possession of a Bachelor’s degree from an accredited college or university; AND EXPERIENCE : Eight (8) years of professional experience in information technology, of which: Three (3) of the years must include experience supervising professionals; AND Five (5) of the years must include verifiable experience in Electronic Health Record (EHR) program management Education Substitution: Additional qualifying experience may substitute for the degree requirement on a year-for-year basis for up to two (2) years. One (1) year of qualifying experience will be considered equivalent to 30 semester units/45 quarter units One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). DESIRABLE QUALIFICATIONS : Epic Certification Experience managing large teams in a complex integrated environment Project management and process leadership Strong communication skills Knowledge of hospital, skilled nursing facility, and jail health processes with end-to-end clinical information systems communication Familiarity with healthcare clinical terminology (e.g., leave of absence, observation vs. admission, expected discharge date, etc.) Working knowledge of applicable laws and regulations for electronic health records Proficiency in basic word processing and presentation applications (i.e., MS Office: Word, Excel, PowerPoint); knowledge of flow diagramming applications and collaboration platforms, (i.e. Visio, SharePoint) Knowledge of Lean fundamentals including, but not limited to, A3 thinking, Value Stream Mapping and Kaizen events Knowledge of HL7 standard integration and Microsoft SQL databases The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.
