Job Description

Job title: Business Analyst, Level 2 Client: Federal Government Location: Ottawa, Canada Contract: One year Extension: One year Type of work: Onsite Security Clearance : Secret Tasks: Develop and document statements of requirements for considered alternatives; Perform business analyses of functional requirements to identify information, procedures, and decision flows; Evaluate existing procedures and methods, identify and document items such as database content, structure, application subsystems; Define and document interfaces of manual to automated operations within application subsystems, to external systems, and between new and existing systems; Establish acceptance test criteria with client; and Support and use the selected departmental methodologies. Evaluate and select appropriate technologies, frameworks, and tools for implementing business solutions by considering factors such as security requirements, scalability, interoperability, and compliance with DND/CAF standards. Collaborate closely with all stakeholders on the project to understand operational requirements, incorporate feedback and ensure alignment with project goals. Mandatory Technical Criteria (MT) Bid Preparation Instructions 1.0 The Bidder must demonstrate that the proposed resource has a certificate, diploma or degree in one (1) of the following from a recognized* Canadian post-secondary institution, or the equivalent as established by a recognized* Canadian academic credentials assessment service, if obtained outside of Canada: Business Administration Business Information Systems Business Management Computer Science Information Systems Information Systems Management Management Information Systems *The list of recognized organizations can be found under the Canadian Information Centre for International Credentials website, https://www.cicic.ca/2/home.canada This must be demonstrated by including a copy of the certificate, diploma or degree with the bid. 2.0 The Bidder must demonstrate that the proposed resource has a minimum of sixty (60) months of combined experience within the last one-hundred and twenty (120) months as a Business Analyst on a Major Project responsible for the management and optimization of two (2) of the following: Project processes; Automated and computerized systems; Change Management; Future capacity requirements; and Existing and future human resources. At a minimum, the following must be provided: Name and description of client organization and relevant experience; Timeframe (from-to dates month/year); Description of the roles and responsibilities for each project; Detailed example(s) demonstrating the relevant experience; and Reference* (Name, phone number and email address) for each project. *Reference checks will only be conducted to confirm the information provided, such as task types, completion verification, and adherence to timelines. Maximum 10 points 96 > 108 months = 9 pts 84 > 96 months = 8 pts 72 > 84 months = 7 pts 60 > 72 months = 6 pts 48 > 60 months = 5 pts 36 > 48 months = 4 pts 24 > 36 months = 3 pts 12 > 24 months = 2 pts ≤ 12 months = 0 pts At a minimum, the following must be provided: Name and description of client organization and relevant experience; Timeframe (from-to dates month/year); Description of the roles and responsibilities for each project; Detailed example(s) demonstrating the relevant experience; and Reference* (Name, phone number and email address) for each project. *Reference checks will only be conducted to confirm the information provided, such as task types, completion verification, and adherence to timelines. 4.0 The Bidder should demonstrate that the proposed resource has a minimum of four (4) of the following: Microsoft 365 Certified: Teamwork Administrator Associate Certification; or Microsoft Certified Technology Specialist; or SharePoint 2010 Certification; or Microsoft SharePoint 2010, Application Development (MCPD) Certification; or Microsoft Certified Professional; or Microsoft Specialist: Microsoft SharePoint; or Microsoft Certified: Azure Fundamentals; or Microsoft 365 Certified: Fundamentals; or Microsoft Power Automate Essential Training; or SharePoint Framework for Developers: 1 – Understanding the Toolchain; or SharePoint Framework for Developers: 2 – Authoring and Debugging Solutions; or Nintex Workflow Pro; or Microsoft PowerApps: Using the Common Data Service; or Microsoft Certified: Power Platform Fundamentals; or Record Data Information Management System (RDIMS); or Qualiware; or DOORS. Maximum 16 points Each Certificate = 1 pt 3 Certificates or less = 0 pts This must be demonstrated by including a copy of the certificate with the bid.
