Job Description
Job title: Systems Analyst, Level 2 Client: Federal Government Location: Ottawa, Canada Contract: One Year Extension: One Year Type of work: Onsite Security Clearance :Secret Tasks: Review, analyze, and provide recommendation on System of Systems (SoS), systems and subsystem interface documentation; Recommend system and/or SoS level solutions for discrepancies, deficiencies, and changes to equipment and specifications; Liaise with subsystem technical groups to ensure system and/or SoS integrity, performance, reliability, and maintainability; Provide system and/or SoS integration, analysis, and evaluation support; Prepare the planning and procurement support documentation for LC4ISR systems and/or SoS; Develop requirements, feasibility, cost, design, and specification documents for systems; Implement systems to support the LISRM project; Translate business requirements into systems design and specifications; Analyse and recommend alternatives and options for solutions; Develop technical specifications for systems development, design and implementation; Review, analyze, and provide recommendations relating to LC4ISR systems and/or SoS components and associated documentation; Conduct design, technical, and management reviews to monitor, advise, and report on progress and potential problems; Conduct and/or witness system and/or SoS integration testing and evaluation; conduct technical definition studies and options analysis; Collaborate with all project stakeholders to gather and analyse operational requirements and translate them into technical specifications and system requirements that guide the design and development process; Participate in the design and development of systems architecture and subsystems, which includes defining system components, interfaces, and interactions to ensure they align with operational requirements; Oversee the integration of various subsystems and components to ensure they function together seamlessly as a cohesive system. Also conduct integration testing to verify system performance and interoperability; Develop and execute verification and validation plans to ensure that the system meets specified requirements and performs as expected under various operational scenarios; and Identify and assess technical risks associated with system design, integration, and operation, and develop risk mitigation strategies and contingency plans to address potential issues that could impact project success. Mandatory Technical Criteria (MT) Bid Preparation Instructions 1.0 The Bidder must demonstrate that the proposed resource has an undergraduate’s degree in engineering, science, or technical field from a recognized* Canadian post-secondary institution, or the equivalent as established by a recognized* Canadian academic credentials assessment service, if obtained outside of Canada. *The list of recognized organizations can be found under the Canadian Information Centre for International Credentials website, https://www.cicic.ca/2/home.canada This must be demonstrated by including a copy of the degree or diploma with the bid. 2.0 The Bidder must demonstrate that the proposed resource has a minimum of twenty-four (24) months combined in the last seventy-two (72) months in software engineering in a minimum of four (4) of the following: Production and review of detailed technical requirements from the analysis of higher level operational/user requirements; Production and review of detailed technical requirements from the analysis of higher level requirements gap analysis; Production and review of detailed technical requirements from the analysis of higher level experience conducting requirements tracing; Detailed cost estimation of technical systems and support organizations for projects or programs over $1M per year expenditures; Detailed estimations of time and resources required for others to carry out tasks and determine resource requirements to produce planning documents; Writing detailed engineering and/or contractual specification documents for complex technical systems within the realm of Command, Control, Communications, Computers, and Cyber; Managing quality engineering and/or quality management tasks, system problem reporting and problem resolution for software systems, knowledge and experience with ISO 9000, ISO 10006, QFD, CMMI or other industry formal Quality Management systems. At a minimum, the following must be provided: Name and description of client organization and relevant experience; Timeframe (from-to dates month/year); Description of the roles and responsibilities for each project; Detailed example(s) demonstrating the relevant experience; and Reference* (Name, phone number and email address) for each project. 3.0 The Bidder must demonstrate that the proposed resource has a minimum of twenty-four (24) months experience within the last seventy-two (72) months conducting stakeholder engagement in support of system analysis work. At a minimum, the following must be provided: Name and description of client organization and relevant experience; Timeframe (from-to dates month/year); Description of the roles and responsibilities for each project; Detailed example(s) demonstrating the relevant experience; and Reference* (Name, phone number and email address) for each project. Note: Secret Clearance is mandatory for this position
