General Purpose
Provide oversight and leadership for the engineering design and engineering support of the company’s enterprise-wide Supervisory Control and Data Acquisition (SCADA) infrastructure. Oversee the implementation of technology standards, design, policies, and practices for enterprise SCADA systems (RTUs) to ensure they address company needs while following industry best practices. Ensure the proper implementation of new technologies to ensure high levels of SCADA control, visibility, and reliability. Drive corporate programs that focus on the replacement of obsolete SCADA technologies and systems while supporting ongoing enterprise projects and initiatives.
Responsibilities
- Manage and oversee engineering staff involved in the ongoing implementation and expansion of enterprise SCADA infrastructure and supporting systems.
- Oversee the implementation of technology standards, design, policies, and practices of SCADA systems to ensure industry best practices are followed.
- Manage the engineering design and engineering support of cross-platform enterprise SCADA infrastructure standards and system architecture.
- Oversee the implementation of new SCADA technologies.
- Communicate with senior management and business units to ensure that SCADA systems and technologies are provided, improved, and replaced as required. Manage systems and technology development priorities.
- Develop and maintain ongoing relationships with hardware, software, consulting, engineering, service providers, and employee resource vendors to ensure that the company’s systems are developed and deployed using appropriate practices, are adequately supported, and external influences on the company’s systems are understood and used in planning.
- Develop and maintain ongoing relationships with organizations to ensure that technology standards and policies are followed.
- Manage and participate in systems capacity planning to manage technology changes and growth and make recommendations for approval by senior management.
- Develop formal proposals for SCADA hardware and software component purchases and participate in negotiations with vendors. Coordinate plans for SCADA hardware and software changes and enhancements with other stakeholders.
- Develop necessary policies, procedures and methodologies to support and maintain SCADA infrastructure, including adequate OT network security for SCADA systems.
- Ensure that SCADA infrastructure is adequately documented. Ensure internal process documentation is adequate. Develop, update and assure conformance to documentation standards required by policy.
- Manage the development of disaster recovery plans, enterprise business continuity plans, and regulatory/industry compliance standards. Provide technical interpretation of compliance requirements and standards.
- Manage the tracking of SCADA systems hardware & software assets, ensuring conformance with asset management standards. Monitor and manage support and software maintenance contracts for the department, ensuring assets are properly covered.
- Perform administrative activities necessary for the effective management of the department, including employee safety, selection and development of employees, pay administration, budget administration, employee counseling and motivation, organization goals & objectives, and planning, organizing, integrating, measuring, and reporting work performed within the department.
- Lead frequent team staff meetings, communicating and resolving operational and group process issues. Provide weekly report to management of functional team activities, project status and risks.
- Assures compliance with all local, state and federal regulations and company policies.
- Perform any additional responsibilities as requested or assigned.
Requirements
- Bachelor’s Degree in Computer Science, Information Technology, Electrical Engineering, or related field; or equivalent work experience. (Typically four years of additional related, progressive work experience would be needed for candidates applying for this position who do not possess a Bachelor’s degree. A minimum of two years additional directly related technical experience is required.)
- A minimum of seven years of experience with SCADA systems.
- A minimum of three years of direct people management experience.
- Advanced technical knowledge of SCADA, network and telecommunication technologies, and a thorough understanding of enterprise OT environments including hardware configurations, energy management systems, and disaster recovery practices.
- Knowledge of SCADA, utility and information technology terms, equipment, systems, functions, and major vendors.
- Knowledge of electric utility operational terms, including SCADA equipment, systems, functions, and protection schemes.
- Excellent oral and written communication skills, including presentation skills.
- Effective interpersonal skills and customer relationship skills.
- Effective analytical, problem-solving, and decision-making skills.
- Ability to prioritize and handle multiple tasks and projects concurrently.
- Availability as a resource for problem resolution on a 24-hour basis.
- An on-site presence is required to perform managerial and collaborative functions of the position.
Preferences
- Knowledge of the Company’s strategic plan, regulatory and political environment, as well as the Company’s policies, procedures and practices, and applicable federal, state, and local laws and regulations.
- Advanced Degree and/or PE license.

This position is eligible for an annual discretionary performance incentive bonus of up to 20.00% of salary.
