Job Description

Head, Finance Job Purpose The Head of Finance is responsible for leading the financial strategy, planning, and management of RTS Operations Pte Ltd (RTSO). This role ensures financial sustainability, compliance with regulatory requirements, and effective financial controls to support the company’s operational and strategic objectives. The incumbent will drive financial reporting, budgeting, forecasting, financial risk management, and stakeholder engagement to optimize financial performance and business growth. Responsibilities Strategic Financial Leadership: Develop and implement financial strategies aligned with RTSO’s business objectives. Leverage financial reporting and data analytics tools to provide insights that drive business performance and operational efficiency. Financial Management & Reporting: Oversee consolidated financial reporting, ensuring accuracy, transparency, and compliance with Singapore and Malaysia Financial Reporting Standards. Prepare and present financial management reports, business performance reviews, and strategic recommendations to the CEO, Board of Directors, shareholders, and key stakeholders. Drive financial risk management and ensure cost optimization across the organization. Implement transfer pricing and cross-border taxation strategies for Singapore and Malaysia. Direct accounting treatment and financial operations as the Company transitions from Construction and Build Phase to Revenue Commencement Phase. Enhance and automate accounting processes and implement system controls. Regulatory & Compliance: Ensure adherence to financial policies, accounting standards, taxation requirements, and statutory reporting obligations in RTSO Singapore and Malaysia. Liaise with auditors, tax authorities, and regulatory bodies to maintain compliance. Provide guidance and ensure compliance with the Finance Policy Manual. Stay updated on new accounting standards and tax regulations and assess their impact on RTSO operations. Cash Flow, Treasury & Investment Management: Manage cash flow, working capital, and liquidity to ensure financial sustainability. Oversee treasury functions, including banking relationships, capital structure planning, and optimizing cash returns. Conduct scenario simulations and develop business cases based on assumptions such as ridership, fare pricing, and cost projections for informed decision-making. Strategic Partnerships: Collaborate with internal and external stakeholders, including shareholders, regulatory bodies, and financial institutions. Support strategic business decisions through financial analysis, scenario planning, and risk assessments. Provide financial leadership and insights to operational teams to create business value. Team Leadership & Development: Lead and mentor the finance team, fostering a high-performance, innovative culture. Promote continuous learning and upskilling within the team, especially in finance technologies and best practices. Qualifications & Work Experience Bachelor’s degree in Accountancy. Professional certifications such as CPA, ACCA, CIMA, CFA, or equivalent are highly preferred. Minimum 12 years of relevant experience in financial management, with at least 5 years in a senior managerial role. Experience in transportation or infrastructure sectors is advantageous. Expertise in financial planning and data-driven decision-making. Ability to drive cost efficiency and revenue improvements, including business case simulation. Strong leadership, stakeholder engagement, and strategic decision-making skills. Excellent English communication skills; knowledge of Bahasa Melayu is advantageous. Experience implementing accounting systems and reporting tools; familiarity with SAP Business One is a plus.
