Location: Bulgaria. Duration: The intended start date is July 2025 (the “ Start Date ”) and the period of implementation of the Assignment will be 20 months from this date (the “ Period of Implementation ”). ️ Qualifications and skills: At least a Bachelor’s degree in Finance, Economics, Business Administration, or a related field ( minimum requirement ). Excellent knowledge of both written and spoken English ( minimum requirement ). Proficiency in financial modelling tools (e.g., Excel VBA, Bloomberg Terminal, or similar) will be considered an asset . At least 10 years of professional experience in infrastructure finance, energy investment, and public-private partnerships (PPPs) ( minimum requirement ). Experience in structuring and securing financing for large-scale energy and industrial projects, as demonstrated by at least 3 projects ( minimum requirement ). Experience in financial modelling, risk assessment, and cost-benefit analysis for energy transition projects, demonstrated in at least 3 projects in the expert’s CV ( minimum requirement ). Strong understanding of EU funding mechanisms (e.g., PSLF, Just Transition Fund, RePowerEU, RRF, etc.) will be considered an asset . Experience advising governments and financial institutions on energy investment strategies will be considered an asset . Experience working on energy transition financing in EU coal regions will be considered an asset .
