Key Responsibilities: Conduct needs assessments and categorizes commodities to ensure budget alignment. Compile procurement plans for operational and capital projects in line with National Treasury guidelines. Review and refine specifications and terms of reference for compliance with regulations. Conduct market analysis and price benchmarking to support cost-effective procurement. Develop and maintain commodity price lists for acquisition benchmarking. Advise on sourcing strategies and procurement best practices. Manage and report on the performance of procurement plans monthly, quarterly, and annually. Provide support in bid and quotation processes , ensuring compliance with SCM prescripts. Supervise Demand Officers , ensuring the effectiveness of demand management practices. Monitor and ensure compliance with PFMA, Treasury Regulations, and all relevant SCM frameworks . Qualifications : Essential : National Diploma in Supply Chain, Economics, or Finance. Desirable : Degree in Supply Chain, Economics, or Finance. Experience : 45 years of experience in demand management and procurement processes. Strong knowledge of market analysis, procurement regulations, and SAP systems . Skills : Strategic planning, analytical problem-solving, and stakeholder engagement. Expertise in demand management policies, procurement compliance, and financial regulations .
