DUTIES/RESPONSIBILITIES: Acts as a sustainability champion for the Narragansett Bay Commission to promote, in accordance with the Strategic Plan, all aspects of sustainability including but not limited to energy efficiency, renewable energy management, and reducing/characterizing carbon footprint. This position monitors NBC’s Power Production Agreements (PPAs), Net Metering Credits (NMCs), and Renewable Credits (RECs), tracks, monitors, and comments on renewable energy legislation. This position is also accountable for implementing day-to-day activities of the Narragansett Bay Commission’s Pollution Prevention (P2) Technical Assistance Program. Personally, provides the regulated community with information, guidance and assistance on pollution prevention, industrial wastewater pretreatment and environmental compliance. The goal of these efforts is to help ensure that the regulated community has access to the resources needed to attain optimal environmental performance, thereby minimizing the amount of pollution discharged into the sewer system. This position is responsible for writing grants to fund NBC initiatives focused on greenhouse gas reductions, climate related compliance issues, disposable wipe issues, and wastewater management. Perform meter data and performance tracking and analysis for renewable energy production and renewable energy consumption.  Work closely with Finance and Accounting to ensure accurate billing. Collaborates with all NBC Departments on sustainability projects to determine feasibility, implementation, and construction when feasible. Tracks outputs of completed projects.  Assist the Legal department by reviewing proposed legislation and state programs. Conduct on-site Pollution Prevention Technical Assistance visits to help solve non-compliance problems and promote “beyond compliance” performance by recommending pollution prevention techniques and/ or improvements to pretreatment operations. Plan, present and/ or coordinate pollution prevention seminars, workshops, articles, case studies, newsletters, research proposals, etc., targeting at educating the regulated community and Narragansett Bay Commission.  Publish research, data findings, and treatment plant performance when possible and update projects and findings on the NBC website. Review technical materials (journal articles, manufacturer’s literature, regulatory records, internet websites, etc.), corresponds with others (environmental regulators, universities, schools, trade organizations, equipment vendors, technical consultants, industry representatives, etc.) and participates in seminars/ workshops for the purpose of remaining updated on industrial performance levels and emerging technologies and regulations that may impact on the regulated community. Apply for grants via completion of grant applications for renewable projects. Establishes and fosters strong community relationships with state and local agencies, universities, and peer organizations.  Hosts tours of wind turbines and bio-gas facilities for university students. Perform other duties as assigned, within skill and experience capabilities.

EDUCATION/EXPERIENCE/SPECIAL REQUIREMENTS:

EDUCATION /EXPERIENCE: Bachelor of Science degree in chemical engineering or equivalent plus eight or more years of environmental engineering experience.

JOB KNOWLEDGE, SKILLS, and ABILITIES: A working knowledge of chemistry, biology, manufacturing practices and procedures, and Federal and State environmental regulations. The incumbent must have the ability to guide users of Narragansett Bay Commission facilities toward optimal pollution prevention practices. Must be highly proficiency in MS word, Excel, and Power Point software programs. This position requires accomplished verbal and written communication skills and the ability to technically interact at all levels internally and externally. Must possess a valid motor vehicle operator’s license.
