Job Description

THIS JOB DESCRIPTION DOES NOT ATTEMPT TO LIST ALL OF THE DUTIES THAT ARE OR MAY BE PERFORMED IN THIS POSITION Primary Duties 1. Observes and evaluates construction and maintenance work activities performed by employees and third party contractors on operating facilities to ensure compliance with established Company standards and specifications, local, state and federal regulations. 2. Keeps abreast of changes in applicable regulations, codes and safety rules that are mandated by various agencies. 3. Evaluates Company's permanent pipeline records to ensure compliance with local, state and federal regulations. 4. Administers quality assurance programs that document and report observations made on Company and contract personnel to designated level of authority. 5. Observes third-party resources to ensure certification and training programs for Company's contractors are performed in compliance with Company standards and/or regulatory compliance. 6. During the evaluation process, checks tools and equipment for safe operation. Confirms that federally mandated inspections are performed and recorded. 7. Effectively communicates, verbally and in writing, to identity and resolve deficiencies related to the gas operating systems and provides specific guidance and feedback to construction, maintenance and service personnel. 8. Administers qualification training and testing for steel welders and construction inspectors. 9. Shares inspection results and concerns with management and other designated employees to establish consistency in quality control activities. 10. Responds to questions or concerns as a subject matter expert related to procedures, policies and standards established for operations. 11. Performs other related duties as assigned. MINIMUM REQUIREMENTS EDUCATIONAL/EXPERIENCE LEVEL: A general educational knowledge acquired through a high school diploma or a General Equivalency Diploma (GED) and four years of related experience in utility operations. Requires a valid driver's license in accordance with Company standards. Certificates, Licenses, etc. Must have and maintain minimum Operator Qualifications (OQs) and classroom training for position. Must obtain and maintain any other required OQs and classroom training or certifications within six months. COMMUNICATION SKILLS: Requires the ability to communicate with internal and/or external customers in order to obtain and/or provide explanations and/or information on technical concepts to individuals with little or no background in the area under discussion. NUMERIC SKILLS: Requires the ability to perform basic addition, subtraction, multiplication and division. COMPUTER SKILLS: Requires basic computer skills for data entry, reference and/or retrieval tasks. WORK CONDITIONS: Works in indoor and outdoor environments. Requires frequently performing activities including, but not limited to, bending, stooping, crawling, kneeling, grasping, reaching, climbing and/or lifting. Other Requirements: As a Safety-Sensitive position, pre and post employment screenings, including but not limited to drug testing as outlined by the Department of Transportation (DOT) and Pipeline & Hazardous Materials Safety Administration (PHMSA), and motor vehicle record (MVR) background checks are required.
