You must meet the following requirements by the closing date of this announcement:In addition to the above, you must meet the requirements described below:GS-14 LEVEL: You must have1 year of specializedexperience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specializedexperience,for this position includes:experience, accomplishment, and the ability to lead major project assignments that required a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish complex projects or studies broad in scope and magnitude.You must also demonstrate a comprehensive understanding and through experience and application, of a range of laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; understanding of management principles and processes to perform project management duties and to effectively coordinate and integrate project objectives and recommendations with key line and/or staff functions of the Service; the ability to communicate effectively both orally and in writing.Experience applying digital identity guidelines found in National Institute of Standards and Technology (NIST) SP-800-63-2 (and 3) and levels of authentication found in Office of Management and Budget (OMB) M-04-04;understanding of identity and access management principles and related risks and effective mitigation practices. Experience designing an analysis approach (e.g., cost/benefit/risk), and performing advanced data analytics using standard industry tools and approaches; experience with budgeting methods and techniques, investment cycle and procurement processes to prepare analyses and estimates of resource needs. Experience using project management tools and techniques to lead and track requirements which impact stakeholders, Information Technology release cycles, and capability planning. Experience using team management tools/controls (e.g., SharePoint), decision tracking and reporting.
