About This Position
 
Under the general direction of the assigned Deputy Medical Executive, the Assistant Deputy Medical Executive (DME) is responsible for implementation of the Telehealth Program including tele-primary care and tele-specialty services within the assigned institutions or specialty areas. The Assistant DME directly supervises Chief Physician and Surgeon staff and other staff. Moderate travel is required.
 
Duties
 
The Assistant Deputy Medical Executive (DME) directly supervises Chief Physician and Surgeon (CP&S) staff and indirectly supervises medical providers in the Telehealth Program who are assigned to institutions to provide primary care services or specialty services and ensures compassionate, appropriate, timely, safe, effective, efficient and equitable patient – centered care is provided to patients. The Assistant DME assigned to the Telehealth Program promotes the Complete Care Model and Quality Management Systems and ensures the telehealth providers are engaged with patient empanelment, daily Primary Care Huddles, and Population Management Working Sessions. The Assistant DME attends Primary Care Huddles and the Population Management Working Sessions on a regular basis and ensures the CP&S staff attends Primary Care Huddles and the Population Management Working Sessions at their assigned institutions. The Assistant DME works collaboratively with Telehealth staff and Institution leadership to ensure appropriate and timely tele-specialty services for assigned areas. The Assistant DME supports timely hiring and credentialing, and ensures completion of new medical provider onboarding, probationary reports and professional practice evaluations per policy requirements. The Assistant DME promotes adherence to professional standards, departmental policy and procedures, and evidence-based practices. The Assistant DME supports a collegial and educational environment for the CP&S and medical provider staff by scheduling regular meetings, presentation of case conferences, and ensuring the medical staff is provided with the time to complete educational activities including CCHCS Continuing Education trainings. The Assistant DME will ensure adherence to all legal requirements and policy and procedures pertaining to the supervision and support of Physician Assistant, Nurse Practitioner, and Medical Assistant staff.

Leads, oversees and participates in statewide committees that govern Telehealth, Medical Peer Review, Allied health, Utilization Management, Patient Safety, Death Review, Emergency medical Response and other committees and workgroups as assigned. Plans, monitors, and leads statewide initiatives. Leads, oversees and participants in special assignments to improve the safety and quality of medical services. Presents key information on assigned areas to various stakeholders. Advises the Deputy Medical Executive and Deputy Director, Medical Services on policy and other important and sensitive matters. Statewide travel as needed.

Acts as Subject Matter Expert and as a representative of Deputy Medical Executive in meetings and statewide initiatives, including communications with labor unions and government agencies other than CDCR as assigned.

Provides direct patient care and other duties as directed.

Desirable Qualifications

Clinical experience in an integrated delivery system and using an electronic medical record; and expertise in medical management, epidemiology and population health management and clinical program planning, development, implementation and evaluation.

Incumbents must possess and maintain sufficient strength, agility and endurance during physically, mentally, and emotionally stressful and emergency situations encountered on the job without endangering their own health and well-being or that of their fellow employees, forensic clients, patients, patient-inmates or the public.

Incumbents must possess the willingness to work in a correctional facility; possess a sympathetic and objective understanding regarding the problems of inmate-patients; and be tactful and patient.



The Salary Range:
$326,520 - $491,904 / Annually*
Salary based on assignment and qualifications
