Job Description

Under the broad supervision of the Senior Vice President, Engineering & Intelligent Infrastructure and the Executive Vice President & Chief Development Officer, responsible for management and oversight of all ACAA construction related activities, including all construction associated with the Terminal Modernization Program (TMP).

At the ACAA we all have a role in the ambitious transformation of becoming a smarter airport that will enhance the passenger experience and deliver on our mission of being a global aviation leader. Here is how the Vice President, Construction will help:

  • Lead, manage, and oversee all ACAA construction related activities.
  • Coordinate and work directly with the Program Management Office (PMO), construction managers, and designers on the TMP.
  • Provide leadership and decision-making authority on TMP and other construction related issues.
  • Chair the TMP construction governance committee.
  • Review and approve change order requests, facilitate various meetings, and prepare presentations for senior management.
  • Review budgets and develop solutions to budget issues/constraints, oversee value engineering efforts, and direct engineering revisions.
  • Manage construction schedules and develop recovery plans/solutions to delays.
  • Manage and direct construction performance statistics and Key Performance Indices (KPIs) for construction projects.
  • Manage all construction contracts and ensure they are adhered to by the successful bidders without any deviation.
  • Keep senior management well-informed of all construction activities.
  • Work with the Vice President, Engineering and Authority employees from other departments to coordinate engineering and construction functions and to consolidate efforts whenever possible.
  • Supervise, evaluate, coach, mentor, train, discipline and motivate subordinate staff.
  • Coach and advise managers and employees on problem resolution and positive employee relations; recommend training on necessary and pertinent topics.
  • Supervise preparation of department’s performance evaluations; prepare and administer for any direct reports.
  • Prepare long-term and short-term construction plans and strategies for the Pittsburgh International and Allegheny County Airports.
  • Develop working relationships with vendors and suppliers.
  • Coordinate with all ACAA departments to develop new programs and initiatives and assist in public relations activities related to the continued growth of the ACAA.
  • Perform other related tasks as assigned or required.

In addition to the general responsibilities, the Vice President, Construction role will possess the following, in relation to the Terminal Modernization Program (TMP).

  • Broad understanding of construction industry and coordination of construction activities among various entities.
  • Functions effectively as part of a team and exhibits strong leadership and conflict resolution qualities.
  • Responsible for field operations on the TMP in order to achieve safe and profitable work completion.
  • Directly supervises and manages construction management teams on the TMP project including the Terminal and Multi-Modal Complex.
  • Direct day-to-day on-site supervision of construction management teams.
  • Coordination of daily work activities between the PMO, construction management teams, prime contractors, and subcontractors.
  • Oversee on-site traffic control and logistics plan to ensure safe movement of personnel, deliveries, equipment, and personal vehicles.
  • Identify opportunities to minimize exposure with regards to mechanized equipment and personnel interaction.
  • Inspection of TMP construction operations to ensure compliance with contract and TMP Safety & Health Plan.
  • Maintain good relationships with internal and construction management teams, prime contractors, subcontractors, as well as local union business agents.
  • Participate in pre-construction safety meetings.
  • Conduct quality inspections and ensure project delivers a product meeting ACCA high-quality standards.
  • Provide support for the ACAA and TMP safety management programs and on-site medical services, ensuring safe work environments, and stopping work in imminent danger situations.
  • Participation in the TMP OSHA partnership agreement.
  • Support the EHS team for the safe execution of work, including the strict adherence to ACAA TMP safety policies and programs through the communication and enforcement of the TMP Safety & Health plan.
  • Demonstrate commitment to the ACAA “We Care” cultural-based safety program through actions, mentoring, and participation.

The successful candidate in this Vice President, Construction role will exhibit the knowledge, skills, and abilities:

  • Knowledge and understanding of Pennsylvania Separations Act and management of multiple prime contractors.
  • Extensive knowledge of strategic planning approaches, methods, and integration with business and strategic plans.
  • Extensive knowledge of the policies, practices and techniques associated with construction policies and procedures, as well as applicable licenses and laws that are applicable.
  • Extensive knowledge of FAA, State and Local aviation rules and regulations pertaining to airport construction.
  • Considerable knowledge of construction management techniques.
  • Considerable knowledge of the forecasting of construction/maintenance needs and of how to integrate and schedule the various functional areas supervised.
  • Ability to solve practical problems and deal with numerous variables in situations where limited standardization exists.
  • Ability to function independently and exercise considerable judgement in the resolution of problems and/or coordination of emergency incidents.
  • Travel 5%

The minimum requirements needed to qualify for the Vice President, Construction role are:

  • Bachelor’s degree from an accredited college or university in engineering or construction management. Master's degree preferred.
  • 10 years related experience, 5 years at the managerial level.
  • Possess or obtain prior to employment a valid Pennsylvania Class C driver’s license. Note: license must be maintained throughout employment.
  • Licensed Professional Engineer in the state of PA preferred.
